Symptoms
When attempting to baseline the projects
the following error occurs in PA_BC_PACKETS in the Result_Code as below
ERROR

F110 - The transaction failed budgetary control at the task level
F108 - The transaction failed budgetary control at the resource level
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Projects Responsibility > Budget > Query the Project
2. Baseline the Budget and check if the Budget get baselined successfully or not
