Symptoms
During upgrade process, error is encountered for the below seeded Personal Analysis KFFs.

APP-FND-00668: The data that defines the flexfield on this field may be inconsistent. Inform your system administrator that the function: FDFRKS could not find the structure definition for the flexfield specified by Application = &APPL, Code = PEA and Structure number = 1 (APPID=800)
APP-FND-00874: Routine FDFBKS found no rows in table FND_ID_FLEX_STRUCTURES. Please contact your system administrator or support representative.
And when tried to compile the flexfields manually, the KFFs are not visible from front-end from English session.
STEPS
=====
The issue can be reproduced at will with the following steps:
1. Follow the RUP upgrade process and encounter the error.
2. Responsibility: System Administrator
3. Navigate to Application > Flexfield > Key > Segments > Personal Analysis Flexfield
4. Query FR_PQH_MINISTRY_AWARDS
5. The KFF is not visible from front-end.
6. Same is the case for the other two; FR_PQH_NATIONAL_AWARD, & JP_EDUC_BKGRD
