Symptoms

When attempting to open Account Inquiry form, the following error occurs.

ERROR
-----------------------
CRITERIA_PRIVATE.POPULATE_FIELDS procedure raised unhandled exception
GLR03300.initialize procedure raised unhandled exception
ORA-01403: no data found


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into General Ledger Responsibility
2. Navigate to Inquiry > Account
3. Open the form

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot query account balances
