PAXPREPR: Unable To Update Budgetary Control For New Project (Doc ID 2917365.1)

ACTUAL BEHAVIOR

User created a new project and would like to change control level of budgetary control to None from Absolute.

However user is not able to modify control level of project.

EXPECTED BEHAVIOR
-----------------------
User should be able to change control level of budgetary control for new project

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Project responsibility
2. Open Project form
3. Query existing project and click on Copy button.
4. Create a new project
5. Navigate to Options > Budgetary Control Level
6. Try to modify budgetary control level at specific level
