Symptoms

When creating a performance for a Seller Facilitated Order (SFO), at the time of submission an error is encountered.

Message not found. Application: PA, Message Name: PA_IGT_SFO_WORKING

Steps to Reproduce
----------------------

  1. Log into a Projects self-service responsibility
  2. Navigate to Projects: Delivery > Project List
  3. Search for Project
  4. Select Performance Obligation tab
  5. Enter required information
  6. Click Submit
  7. Top of page returns error 'Message not found. Application: PA, Message Name: PA_IGT_SFO_WORKING'
  8. performance is not submitted.
