Labor Distribution Adjustment Cannot be Approved From Worklist

Symptoms
An employee is unable to approve labor distribution adjustment transactions from their worklist. They select the transaction from the worklist, click the 'Approved' button, and then the Processing page appears and continues to spin without resolving the transaction or timing out .
STEPS

The issue can be reproduced at will with the following steps:
1. From Oracle home page, view Worklist. There are a number of items with Type = PSP Distribution Adjustment
2. Select transaction “Please approve the distribution adjustment batch XXXXX, created for employee XXXXX from worklist
3. Click Aprroved button
4. Processing screen appears and spins without resolving the transaction or timing out
