How Second Hold Criteria Is Enabled While Setting New Hold Source (Doc ID 2918542.1)

Goal

While setting new Hold Source, the form contain option to set 2 criteria.
However, it seems that only limited to 1 criteria now and 2nd criteria is disabled
How to enable the 2nd criteria so user will  have better control on hold source setup?
