Interface Trip Stop Completed With Error - Unable To Lock MOQD Rows (Doc ID 2918810.1)

Symptoms

On : 12.2.10 version, Inventory Transactions

When attempting to run Interface Trip Stop, the following error occurs in the ITS log file.

[28-OCT-22 15:57:24] INV_TRX_MGR: **Ex: Unable to lock MOQD rows
[28-OCT-22 15:57:24] INV_TRX_MGR: **Ex: Exception Raised in call lock handleoracle.apps.inv.transaction.utilities.InvTrxException


Steps
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to Order Management  responsibility
2. Navigate to shipping>Interfaces>Run
3. Select  the request Interface Trip Stop - SRS 
4. Provide the required parameters and submit
5. ITS completes in warning with above error in log file
