While trying to access Create supplier option from Payables responsibility error

"Duplicate prevention is not available. Please contact your administrator to enable this functionality"

STEPS:

This issue can be reproduced with following steps:
1. Navigate to Payables responsibility .
2. Supplier >Entry.
3.Click on Create Supplier.
