Not Able To Deliver Received RMA Line Due To Missing Supply

Symptoms
Actual Behavior
Cannot deliver received RMA line due to missing supply. System does not show the shipment while trying to deliver.
Expected Behavior
The receiving transactions form should allow to do deliver transactions for received lines.
Steps
The issue can be reproduced at will with the following steps:
1. Go to Receiving transactions form. (Inventory -> Transactions -> Receiving -> Receiving Transactions)
2. Query with the RMA or shipment number.
3. Find that there are no records to select in this form.
