The iReceivabes Account Contact Section is not Visible for External Users

Symptoms
When logging into iReceivables as an external user, the 'Account Contacts' section is not visible to the user. The same section is available when logging into the internal responsibility.
Steps to Reproduce:
Responsibility: iReceivables Account Management
Navigation: Customer Search
- Open the Dashboard tab and notice the 'Account Contacts' section is missing.
- Change the responsibility to 'iReceivables 2.0 Internal', and the same section shows.
