Discrete Job Value Report (Excel And Text) Show Required Quantity Column As Zero For All Components (Doc ID 2919305.1)

Symptoms

ACTUAL BEHAVIOR

The Discrete Job Value Report (Excel and text) shows required quantity column as zero in all components.
Users are able to see the required quantity column values in the report for status complete jobs but for jobs that are having status other than complete are not populating required quantity values.

EXPECTED BEHAVIOR

Required quantity column should be populated for all jobs.

STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: Work In Process.
2. Go to Reports -> Discrete Job Value Report - Standard Costing (XML).
3. Submit the report.
4. Find required quantity displayed as zero's.
