PROBLEM STATEMENT

When attempting to create OSP (Outside Processing) secondary challan, the first party registration number field is greyed out
and system is not allowing to save the form with the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to India Local Purchasing.
2. Oracle Financial of India > Transactions > Outside Processing.
3. Open OSP (Outside Processing) form > Click on Create secondary challan.
4. Query the RTV (Return to Vendor) transaction and observe the 'First Part Registration' number is greyed out.
5. Try to save the form and observe the error.
Changes
Recent changes in the code as per the Bug 30574268 triggers this issue.
