Canadian Employees Do Not Have Default Tax Data Until The Form Is Accessed

This problem can occur on any platform.
Canadian employees are not being processed the same way as US legislation
employees. US employees all have defaulted tax data after they are associated
with a payroll. Canadian employees have no default tax data until their tax
screen is accessed. We are converting from a legacy system and loading data
via standard APIs or the data pump when available (i.e. US employees).
Trying to call API update_ca_emp_fedtax_api and discovered that no Canadian
employees had rows in pay_ca_emp_fed_tax_v
