While Processing ECOs Through The API Eng_Eco_PUB.Process_Eco, the following error occurs

STEPS
--------
1. Call the Public API Eng_Eco_PUB.Process_Eco to process the ECOs. This API could either be called from the Backend Database or via a custom Concurrent Program.
2. The API will fail by throwing the mentioned error in the debug log
