W2 Register Box 3 (SS Wages) Does Not Match GRE Totals Report

Symptoms
Box 3 value on the W2 Register report and the GRE Totals Report do not match for SS (Social Security) wages.
Example:
W2 Register shows Box 3 SS Wages 1,054,539.000.10
GRE Totals shows SS Taxable 1,054,539.005.60
SS Taxable/Wages is out of balance. Difference = 5.50
STEPS

The issue can be reproduced at will with the following steps in US HRMS Manager responsibility (or equivalent):
Navigation for running reports and processes: Navigate: Processes and Reports > Submit Processes and Reports
1. Process the GRE Totals Report
2. Process the Federal Tax Remittance Report
3. Compare the totals of reports and find they match
4. Process Year End Pre-Process
5. Process the W2 Register
6. Compare the W2 Register totals to the GRE Totals Report
