In Oracle CLM Sourcing, Information Lines Are Not Added to Outcome Document During Award Process

Symptoms
In Oracle Contact Lifecycle Management (CLM) - CLM Sourcing, Release 12.2.7 and later, when only one informational line is included in the solicitation and it is used to generate an outcome document by selecting the "Award and Complete" option, no outcome document is generated.
It is expected that an award (outcome document) will be created for the informational line.
Steps To Reproduce
The issue can be reproduced at will with the following steps in a CLM Sourcing responsibility:
1. Create solicitation without backing requisition
2. Create an informational line
3. Publish Solicitation
4. Close Solicitation
5. Create surrogate offer and submit it. (Offered section is blank since line is informational.)
6. Award and Complete
7. Status displays outcome document was created; however, there is no Document Number displayed.
