Online Help Title in Japanese Is Displayed With Garbage Characters Like Question Mark "?"

Symptoms
Browser title is not correct, it shows ????? when user opens online help in Japanese.
This issue can be reproduced in the following browsers respectively as below :
FireFox it shows ?????
Chrome it shows ?????
IE title shows EBS URL link
Microsoft Edge it shows ?????
STEPS

The issue can be reproduced as below :
a) Login to EBS with Japanese language
b) (N) System Administrator > Menu-bar > View> Requests > Find Request >
Menu-bar > Help > Window Help
c) Then browser tab is opened. But the title of the tab is shown as ?????
rather than Japanese.
Changes
The issue occurred after applying several DBMS, FMW, EBS patches.
