Actual behavior

The user is not allowed to select the Reject radio button for the not entered system quantity in the cycle count adjustmant approvals summary form when previously the "None" radion button was selected.

Expected behavior

The user should be allowed to select the Reject radio button for the not entered system quantity in the cycle count adjustmant approvals summary form when previously the "None" radion button was selected.

Steps

The issue can be reproduced at will with the following steps:
1. Inventory responsibility
2. Counting - Cycle counting
3. Approve counts - Select cycle count - try to select the Reject radio button
