EBS:Managed server failed to start with error 'Server failed to bind to the configured Admin port' in logfile (Doc ID 2921267.1)

Symptoms

When attempting to start the OAcore managed server,

the following error occurs in the OAcore outfile

<Jan 13, 2023 10:45:53 AM CST> <Emergency> <Security> <BEA-090087> <Server failed to bind to the configured Admin port. The port may already be used by another process.>

<Jan 13, 2023 10:45:53 AM CST> <Error> <Server> <BEA-002606> <Unable to create a server socket for listening on channel "DefaultSecure". The address 10.xyz.***.78 might be incorrect or another process is using port 17XX6: java.net.BindException: Address already in use (Bind failed).>

<Jan 13, 2023 10:45:53 AM CST> <Critical> <WebLogicServer> <BEA-000362> <Server failed. Reason: Server failed to bind to any usable port. See preceeding log message for details.>

<Jan 13, 2023 10:45:53 AM CST> <Notice> <WebLogicServer> <BEA-000365> <Server state changed to FAILED>

<Jan 13, 2023 10:45:53 AM CST> <Error> <WebLogicServer> <BEA-000383> <A critical service failed. The server will shut itself down>

STEPS

The issue can be reproduced at will with the following steps:

1. Log in to EBS as OS owner of the application

2. Navigate to $ADMIN_SCRIPTS_HOME

3. Try to start the oacore managed server

    sh admanagedsrvctl.sh start oacore_server1

4. Managed failed to start with the above error message in the outfile
