Concurrent Program "International HRMS Setup" Fails with ORA-20000: This feature is not available during online patching (Doc ID 2921304.1)

Symptoms

Problem Statement:

When attempting to install new legislation, concurrent program "International HRMS Setup" fails with the error below.

Error at step 1 in pay_ip_startup_util.setup - ORA-20000: This feature is not available during online patching. Please wait until the current online patch has completed and then try again.

 

 

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1.  Login as HRMS Manager responsibility.

  2. Submit the concurrent program "International HRMS Setup".
    (N) Processes and Reports > Submit Processes and Reports > Single request
     
  3.  Request fails and the error message is printed in the request log file.
