API(HR_ORGANIZATION_API.UPDATE_ORG_MANAGER) Fails with ORA-01841 Error (Doc ID 2921348.1)

Symptoms

Problem Statement:

When attempting to end date the Organization Manager Details using the API(HR_ORGANIZATION_API.UPDATE_ORG_MANAGER), the following error occurs.

Error:ORA-01841: (full) year must be between -4713 and +9999, and not be 0

 

 

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1.  Execute the API

    API script snippet:
      

  2. API fails with the error.
