A Recurring Earnings Element is Not Processing In Payroll

Symptoms
A recurring earnings element entry was created for an employee, but after processing payroll, it is found the element did not process and is not shown on the Statement of Earnings (SOE) or any other report showing run results.
STEPS

The issue can be reproduced at will with the following steps:
From US HRMS Manager responsibility (or equivalent)
1. Add a recurring earnings element entry to an assignment. Navigate: People > Enter and Maintain > query for employee > Assignment > Entries
2. Run Payroll Process. Navigate: Processes and Reports > Submit Processes and Reports > Single Report
3. View SOE and find the earnings element did not process. Navigate: People > Enter and Maintain > query for employee > Assignment > Others > Statement of Earnings
