Symptoms

When creating a new project template, users receive a form error.
'FRM-40735: WHEN-NEW-RECORD-INSTANCE trigger raised unhandled exception ORA-01403' error in the notification region.

Steps To Reproduce
----------------------

  1. Log into a Projects responsibility
  2. Navigate to Setup > Projects > Project Templates
  3. Click New
  4. Error reproduced.
