"?????" characters are displayed in output of Bulgarian Sales Tax Register - EXML.
EXPECTED BEHAVIOR

Expect to not have "????????" characters in output of Bulgarian Sales Tax Register - EXML report.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to AP/AR localization responsibility.
2. Go to View > Request > Submit a new request.
3. Run "Bulgarian Sales Tax Register - EXML" report.
