OBN Invoice Inbound Not Being Received In OXTA (Doc ID 2926286.1)

On : 12.1.2 version, HTTP Sending and Receiving

ACTUAL BEHAVIOR
---------------
Oracle Business Network (OBN) Invoice Inbound not being Received in Oracle Transport Agent (OTA)

Setup Trading Partner (TP) in OBN and XML Gateway. TP is sending a Payables Invoice Inbound and it is visible in OBN Test. However, it is not transmitting over to Oracle E-Business (EBS). It is not seen in the ecx_inbound_logs or the ecx_error_msgs or the ecx_doclogs tables

EXPECTED BEHAVIOR

Expect Invoice Inbound to be transacted to XML Gateway in EBS

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import Invoice Inbound to OBN
2. See transaction in OBN Monitor in Send status
3. But the transaction is not visible in Payables EBS or in the ecx logs
