Symptoms
When attempting to create a new transaction in Transaction Form, select bill to customer account and ship to location, after, try to change primary location, the following error occurs:
Error: Value entered is not valid for current field. Please re-enter
FRM-41830:List of values contains no entries
STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
Responsibility: Receivables Manager
Navigation: Transactions > Transactions
1. Create new transaction and complete header information
2. Select bill to location
3. Select ship to location
4. Change primary location
