Movement_ID On Shipping Delivery Detail Does Not Always Correspond To The Dispatch Record Generated For Shipping Organization / Shipping Legal Entity (Doc ID 2927115.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Shipping Delivery Details table (WSH_DELIVERY_DETAILS / WDD) sometimes shows the movement_id of the Arrival Record, but, sometimes shows the movement_id of the Dispatch record.
1 When Movement statistics processor (MSP) program is run for Shipping LE, followed by Selling LE,  WDD shows the movement_id of the Arrival record in Mtl_Movement_Statistics
2. When Movement statistics processor (MSP) program is run for Selling LE, followed by Shipping LE, WDD shows the movement_id of the Dispatch record in Mtl_Movement_Statistics

Expected Behavior
-------------------
WSH_DELIVERY_DETAILS should always show the movement_id of the Dispatch record as the material was actually 'Shipped from' from the organization on the Delivery.

Steps
-----------------------
1. Create 2 drop ship orders across legal entities. Create intercompany invoices and close them.
2. Run movement statistics processor for shipping LE then Selling LE, WDD Record shows movement id of the 'Arrival' record -- This is incorrect.
3. Run movement statistics processor for selling LE then Shipping LE, WDD Record shows movement id of the 'Dispatch' record -- This is correct.
