When attempting to open attachment from WorkFlow notification,
the following error occurs:

Numeric Overflow

Steps to reproduce the situation:

The issue can be reproduced at will with the following steps:
1. Navigate to EBS Home-screen > Worklist
2. Open one Notification with attachemnt
3. Click on Attachment
4. Error received is: Numeric Overflow

The situation will occur by performing the action from the following paths:
a) Worklist
b) Workflow Administrator > Notification Search
c) Email Notification

Situation is present for notifications from multiple modules.
