TDS (Tax Deduction at Source) Tax Category Does Not Appear By Default In TDS Tax Details Form.

EXPECTED BEHAVIOR

TDS (Tax Deduction at Source) Tax Category Should Appear By Default In TDS Tax Details Form.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Oracle Payables > Invoices > Create Invoice.
2. Tools > TDS Tax Details and Observe Tax Category is not Defaulting.
