XML Publisher Bursting program emails are getting blocked due to multiple "to" email addresses. The following error appears in the email log file:

STEPS to REPRODUCE:

1. Setup bursting report for Invoice program.

2. Add 'To' email addresses to the report and add comma separators.

3. Submit report.

4. Monitor submission through email channel.
