When try to run the program PRC: Transaction Import completing with error, below error captured in program log file.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Projects responsibility
2. Go to View> Requests> Submit New Request> Select Single Request
3. Run the PRC: Transaction Import for "Oracle Time and Labor" source
4. Check the issue.
