Transfer Normalized Lines to GL - Parameter Lease Number Treated as Lease Id (Doc ID 2929246.1)

When running the "Transfer Normalized Lines to GL" concurrent request and enter the input parameters for Lease Number Low and Lease Number High, the range of Leases that are processed are selected based on the lease_id instead of lease number.

Due to this system calculates Accruals for quite different range of leases, not the range of Lease Numbers provided as input parameters. The issue can be verified on "PNCRACCS: Transfer Normalized Lines to GL" log file.

Steps to reproduce the issue:

1. Property Manager responsibility > Other > Run > select "Transfer Normalize Lines to GL" concurrent request

2. enter input parameters for Lease Number Low and Lease Number High

3. submit the concurrent request

4. check the "Transfer Normalize Lines to GL" log file > a different range of Leases are processed, that the ones entered as Lease Number Low - Lease Number High
