Symptoms
After upgrade to Oracle Application Version 12.2.11,when attempting to enter an exchange rate that already exists in the General Ledger (GL) daily rates form,
the expected error message "You have already defined rate for this currency" does not appear.
Although the 'ON - ERROR' trigger is fired in the FRD trace, no error popup message is displayed in the GL Daily rates form.
STEPS

The issue can be reproduced at will with the following steps:
1. Log into General Ledger Responsibility
2. Navigate to Setup > Currencies > Rates > Daily
