Symptoms
Custom concurrent Program failed with the following error in the request log.

java.sql.SQLException: ORA-22288: file or LOB operation GETLENGTH failed
No such file or directory
at oracle.jdbc.driver.T4CTTIoer.processError(T4CTTIoer.java:462)

STEPS

The issue can be reproduced at will with the following steps:
1.Login to EBS Applications
2. Navigate to specific responsibility
3. Submit a new request for respective Program and view the log for error details.
Changes
1. Lift and shift from onprem to oci
2. Upgraded Application form 12.2.8 to 12.2.10 and database from 12c to 19c
