Symptoms
During the execution of the custom WebADI interface, if the custom interface package calls the seeded FND API "APPS.FND_FLEX_EXT.GET_COMB_ID_ALLOW_INSERT()"
to generate a code combination ID (CCID), it fails with the following error message.

The issue can be reproduced at will with the following steps:
1. Log in to the Desktop Integrator.
2. Click on Create Document function.
3. Select the Custom Integrator and Layout.
4. Click on Create Document button.
