When trying to create a new region or update an existing region in the Regions and Zones form,
the following error is raised:

ERROR APP-WSH-231047: Region with the same name or code already exists. Please change the name or code.

The issue can be reproduced at will with the following steps:

1. OM Super User Responsibility
2. Shipping
3. Setup
4. Regions and Zones
