ECC Incremental Data Load are going into error

ERROR 9.o.e.i.u.s.i.DataLoadControllerServiceImpl - There is SQLException while applying load rule for dataset gmo-exp for job 90,659
java.sql.SQLDataException: ORA-01843: not a valid month



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Submit Process Manufacturing Command Center Data Load with load type as Incremental Load.
All the programs are going into error.
