Symptoms

While executing the Standard API PA_FP_SPREAD_AMTS_PKG from the database, the error log reports the occurrence of the following error:

The issue can be reproduced at will with the following steps:
1. Connect to the SQL Developer/toad
2. Execute the API : PA_FP_SPREAD_AMTS_PKG to generate the Project Forecast version
3. Review the error log
