ZA: Wrong Value for PAYE ER Contrib-Tax Free Earn Is Displayed on the SOE Report After Running Payroll Run ZA Process for the End of Tax Year (Doc ID 2931945.1)

Problem Statement:
After running 'Payroll Run ZA' process for the end of tax year period, the value for 'PAYE ER Contrib-Tax Free Earn' (ZA_Tax_PAYE_Employer_Contribution_NTG) seeded element is incorrect in the SOE Report for all assignments.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Under ZA HRMS Manager Responsibility.

2. Navigate to Processes and Reports > Submit Processes and Reports > Single Request > Run 'Payroll Run ZA' process for tax year end period (for example: February 2023 month).

3. Navigate to View > Payroll Process Results > Query for above process run > Assignment Process > SOE Report.

4. Observe wrong value for 'PAYE ER Contrib-Tax Free Earn' element.
