Employees Were Eligible for Coverage but their 1095C Form Shows the Incorrect Code (Doc ID 2932781.1)

Problem Statement:

Employees which were eligible for coverage are showing as code 1H for Line 14 of their 1095C form in their first month of employment when we would expect they should show 1A.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1.  Employee Self-Service

  2.  Benefits > Affordable Act Care 
  3.  View 1095C
