Requisition Status Is Set Back To Incomplete When Using Reminder Notifications (Timeout) (Doc ID 293295.1)

Symptoms

In Requisition Approval after the default approval list is built, if the Workflow Notification times out with the last approver, the requisition is returned to the first approver with status Incomplete and notification - 'No Approver Found'.

Steps to reproduce the error are:

1. Setup workflow to automatically forward notifications when the user does not respond.
2. Allow documents to remain in the next approver inbox and then timeout.  The document instead of being routed to the next approver is returned to the preparer in an incomplete status.
