E-BIP: Emails of Bursting Process Failed to send When "TO" Address Is Set to Blank Or Not Used through Web Services in OAS/OAP Releases.

Symptoms
On : 12c version, Enterprise : Scheduler
When attempting to run bursting process through Schedule web service from SoapUI without "To" address but having "BCC" emailId's then below errors is seen in SoapUI tool page in OAS/OAP releases, however this issue is not seen in BIP 12C versions.
The issue can be reproduced at will with the following steps:
1.Launch SoapUI tool
2. Use WSDL to access the Schedule services and run a bursting job with BCC emailId's
3. Give no values for "To" address for Eg: <v2:emailTo></v2:emailTo>
4. Run the Job.
Changes
This issue caused in OAS/OAP releases due to the validations.
