E-BIP: Emails of Bursting Process Failed to send When "TO" Address Is Set to Blank Or Not Used through Web Services in OAS/OAP Releases.

Symptoms
On : 12c version, Enterprise : Scheduler
When attempting run bursting process through Schedule web service without "To" address but having "BCC" emailId's then below errors is seen in OAS/OAP releases, however this issue is not seen in BIP 12C versions.
The issue can be reproduced at will with the following steps:
1. Use WSDL to access the Schedule services and run a bursting job with BCC emailId's
2. Give no values for "To" address for Eg: <v2:emailTo></v2:emailTo>
3. Run the Job.
Changes
This issue caused in OAS/OAP releases due to the validations.
