Error while trying to put end date in reporting code setup at Third party registrations.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Oracle Financials for India responsibility.
2. Goto Party Registrations > Third Party Registrations.
3. Query the supplier and goto Reporting tab.
4. Attempt to end date the reporting code.
5. Observe error occurs.

Consider below example:
Business has updated the effective from as 01/04/1900 (DD/MM/YYYY) for PARTY_TYPE_CODE "XXXXX_XXXXX_XXXXX" in Reporting Code Assignment in Third Party Registration form.
Whereas the setup for REPORTING_TYPE_CODE "XXXXX_XXXXX_XXXXX" has the the EFFECTIVE_FROM is 01/04/2017 (DD/MM/YYYY).
