AU: Payroll Tax Report by Legal Employer (Australia) (XML) Is Not Picking Retro Entries When There Is A Legal Employer (LE) Change (Doc ID 2933028.1)

Symptoms

When there is Legal Employer change, retro payment of previous LE is not reported in Payroll Tax Report by Legal Employer (Australia) (XML).

Example:
Fortnightly Payroll

03-Oct-20222 to 16-Oct-2022 --> Date Paid = 20-Oct-2022 (falls in the next period)
17-Oct-2022 to 30-Oct-2022

Till 16-Oct-2022, employee under LE1
From 17-Oct-2022, moved to LE2

There are some retro entries related to the LE1 in the period ending 16-Oct-2022.
Payroll is run for period ending 16-Oct-2022.
Two records show (with same assignment_action_id) while trying to check SOE.
Since Date Paid is 20-Oct-2022, normal payment shows under the LE2.
But retro payment shows reported under LE1.
When 'Payroll Tax Report by Legal Employer (Australia) (XML)' for both legal employers is run, retro payment related to LE1 is not picked in any report.

STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: AU HRMS Manager
2. Navigate to People > Enter and Maintain > Assignment
3. In Assignment form, change the legal employer and save in Update mode
4. Navigate to View > Requests > Submit New Request
5. Run payroll
6. Run 'Payroll Tax Report by Legal Employer (Australia) (XML)'
7. Check the report output(s)
