REST Service for SiteService/CreateSite is Giving Authentication Error "Initialization failed". (Doc ID 2933603.1)

Symptoms

Facing issue with standard REST service for SiteService/CreateSite.
The service is giving Authentication error when the parameter for ExistingLocationId is passed.

The issue can be reproduced at will with the following steps:
1. Run the standard service for Site creation.
2. ... /webservices/rest/SiteService/createSite/
3. Pass the details like ExistingLocationId.
