Symptoms
On : 12.2.9 version, EB Tax
While attempting to calculate tax on Payables invoices we are receiving below error.

"Payables could not calculate tax due to: Error: during sending of XML request document.: ORA-29273: HTTP request failed SQLERRM: User-defined Exception"
The FND Debug Log is showing below error:
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Payables responsibility
2. Calculate tax on Payables invoice
3. Received the mentioned error
