Symptoms
Implementing the Person Data Removal Tool (PDRT). After running the ex-employees through the 'Check Constraints' process, receiving the following Projects error.
Project Billing: This person is an agreement administrator funding active projects. Review and reassign.
The projects are closed and not active. The error is misleading.

Replication Steps:
1. Open the Person Data Removal Tool (PDRT).
2. Search for the ex-employee.
3. Run the 'Check Constraints' process for the ex-employee.
4. Review the Constraint Details for the Projects errors.
