Issue
User created a new Import Format to create Sites in bulk.  When using the import format in Site Management, when clicking export button they receive error.


Error
You have encountered an unexpected error. Please contact your System Administrator for assistance. 


Steps
The issue can be reproduced at will with the following steps:
1. Site Management User > Site Home > Sites tab
2. Click Create button, select 'Create a Spreadsheet for Site Import'
3. Click Create button, select a purpose and click Go
4. Select the Import Format, click Export
5. Error is seen.
