The Sales Order Issue Transaction Is Stuck In Transactions Open Interface With Error: "Negative Balances not allowed" (Doc ID 2934147.1)

Symptoms

The Sales Order Issue Transaction is stuck in Transactions Open Interface with the below error:

ERROR
Negative Balances not allowed

The issue can be reproduced at will with the following steps:

1. Go to Inventory Responsibility: (N) Transactions > Transaction Open Interface
2. In Find Interface Transactions window: Keep Process Flag=Error (defaulted). Do not populate the field Error.
3. Enter the Item Number and Hit Find
4. Notice that the transactions are stuck in interface with Transaction Processor Error
5. Error: Negative Balances not allowed
